Five Hunter x Hunter characters are more powerful than Hisoka.
Hisoka is one of Hunter x Hunter's most dangerous attackers, but five outmatch him: Menthuthuyoupi, Neferpitou, Isaac Netero, Adult Gon and Meruem. His Bungee Gum only works when he can read and manipulate opponents; the Royal Guards bring aura, speed and change without his control.
In Hunter x Hunter, Hisoka is one of the most dangerous fighters in anime history due to her ability to fully read opponents and her incredibly rich Bungee Gum abilities.
Hisoka's danger is circumstantial.
Hisoka is most dangerous when his opponent gives him something to examine. Bungee Gum works best when he can manipulate movement, build connections and turn safe objects into weapons. The more an enemy can shape-shift, attack before he responds or simply overwhelm him, the less important his tactical style becomes.
Menthuthuyoupi had more power than Hisoka could handle.
As one of Mirum's three royal guards, Yuppies possess a greater sense and physical power than most humans are capable of displaying. His body is fundamentally different from that of ordinary attackers, allowing him to reshape himself during battle and produce new limbs, weapons, and shapes if the situation requires it.
Due to the effectiveness of Bungee Gum, Hisoka is able to manipulate enemy movements and slowly transforms the battlefield into a decoy. Youpi can easily change the body that HISOKA tries to control.
Neferpitou acts on a completely different level than Hisoka.
Neferpitou fundamentally alters Nen's sense of power in Hunter x Hunter. The difference between the regular high-ranking attackers and the Royal Guard becomes apparent when Kite, Gon, and Killua experience Pitou's En. Madhouse visuals depict Pitou releasing a terrifying Nen Aura and smiling after being praised by Meruem.
This does not mean that Nen's battles are decided solely by the amount of Aura, because ability, readiness and intelligence allow weaker characters to threaten the stronger ones. The difference with Pito is too great: Terpsichora can push Pitou's body beyond normal limits, and Dr. Blythe gives it extraordinary medicinal utility outside of attacking the Royal Guard. And then there's Death; even after Gon destroys Pitou, Nen continues to handle the corpse of Terpsicora, as his desire for Pitou to protect Meruem may have remained strong after all.
Isaac Netero was too fast for his regular games.
Hisoka enjoys discovering how an opponent's ability works. It does not help to understand that ability when compared with Isaac Nitro, the former hunting club president who has improved his body and Nen through years of obsessive training.
Netero's prayer movement is so fast that it attempts to attack the Meruem tree, but can respond before 100-type Guanyin Bodhisattva attacks. Bungee Gum is only truly dangerous when it has time to establish affiliations in Hisoka and transform non-dangerous objects into weapons.
The adult Gon has reached the level Hisoka had hoped for.
Hisoka becomes interested in Gong because of what can become a gong. The Chimera Ant Arc briefly demonstrates the possibility seen in episode 131, and Madhouse's images show that Gong transformed into an adult form during his battle with Neferpitou. Unfortunately, when these events occurred, Hisoka was nowhere near the scene.
After discovering that Kite could not be restored, Gon gave up all future potential and energy it would develop in exchange for the strength he needed at the time. The result transformed him into an adult who was able to use a power which had required years of training. Gon became strong enough to overwhelm an army of royal guards.
The game is based on allowing the young hunter to mature until he's old enough to fight against him, as Hisoka wants Gun's abilities to mature.
Meruem is larger than the size of a typical human force.
The Chimera Ant King was born as the most powerful member of an already existing species, capable of spawning giant monsters such as Neferpitou, Shaiapouf and Menthuthuyoupi. Meruem is the strongest member of the Chimera Ants and poses a threat to enslave or consume the human race. Madhouse's vision sees him smiling and glowing fiercely, sitting hand in hand at night, flying with wings.
Meruem tries to defeat the Guan Yin bodybuilder, but his physical qualities and abilities are faster than those of any human. His intelligence is even more formidable. Hisoka uses Bungee Gum in unexpected ways, expecting opponents to misinterpret his actions.

In the meantime, however, I had to make some adjustments.
Chimera Ant Arc questions what makes an attacker dangerous. While Hisoka's threat is real, it relies on time, readable movements and a manipulative opponent. The series' strong characters break these conditions with raw aura, transformation power, speed beyond reaction or accelerated potential. For readers, this means that the most interesting battles of Hisoka are not against the climax of the series but against opponents who can decode and exploit her abilities.
