The five most powerful characters in One Piece had never eaten the evil fruit.

Mihawk, Garp, Shanks, Roger and Xebec demonstrate that One Piece's supreme power can come from the Haki without Devil Fruits, specifically the Conqueror's Haki.

The five One Piece fighters Dracule Mihawk, Monkey D. Garp, Shanks, Gol D. Roger and Rocks D. Xebec are portrayed as characters who reached the peak of power without consuming Devil Fruit. Their powers were originally defined to be a product of Haki, specifically the color of the sovereign ruler called Conqueror's Haki. While elemental manipulation and impossible transformations in Blue Planet's battle system can create miraculous combat power, Devil Fruits is not a necessary condition for gaining incredible strength.

The Conqueror's Haki is the dividing line.

The source states that attackers without the Devil Fruit must possess Haki if they want to dominate the world. Weapons and watch colors are not enough; Conqueror's Haki is the key of power in One Piece. When combined, there are few characters who can prevail on the battlefield.

Shanks stops fights before they start.

Although Shanks was unable to carry out D's wishes, the source says that he accepted it primarily as a cause for freedom. Brought up by Roger Pirates, he became an elite soldier capable of deciding battles in one fell swoop.[citation needed] The fear of his fame is enough to strike fear into the hearts of enemies.

Like many other characters, Oda used to leave Shanks's performance for the endgame. At the height of Final Saga, his long-awaited battles combined with Shanks determination to find One Piece ultimately impressed Haki's possession. Images from Toei Animation show Shanks using Ryokugyu to protect Akainu and Koby, unleash Divine Departure, and initiate Divine departure in Eustass Kid.

Shanks fails to defeat Eustass Kid with JUST , but he destroys the Kid Pirates as an idea. A blow from Gryphon weakens Big Mom's adopted overpowered slayer. Now, with a stomach full of Gear 5, Luffy cannot hope to outwit his teacher.

Roger made the name Pirate King come true.

Gol D. Roger introduces the world to the idea of a Pirate King, becoming the first pirate king and launching One Piece. Although it was obvious for decades who would be the next Pirates King, Roger is someone with a level of power that entitles him to his title.

Roger overcomes strongmen such as Kozuki Oden and is drawn together with Whitebeard, who uses the Tremor-Tremor fruit to defeat the world's strongest man. Using Zoro's envious swordsmanship, Roger launches a series of destructive attacks on Conqueror's Haki.

A source tells us that the Kamusari which Shanks fitted to Eustass Kid was a direct copy of his teacher's version. Even without his Supreme Grade Sword Ace, Roger was able to respond to an injury uncontrolled by Garp; when he added the apocalyptic power of Garp's Infinitum Explosion to Roger's equally capable Hi-no-Kagatsuchi no Eisu, he could not withstand the Imu controlled Rocks D. Xebec Mountain attack.

Xebec demonstrated the value of Devil Fruit.

Rocks D. Xebec may have become the Monkey D. Luffy of his time.[citation needed] The source depicts Rocks d. xebec as being controlled by a type of evil fruit, and he is also said to have led a legendary band of pirates such as the Straw Hats, and was descended from Davy D. Jones, father of Blackbeard and another contender for the title King of the World.

The source claims that Xebec made a big mistake by challenging Imu before obtaining the two Devil Fruits he believes he needs to defeat him. Fans have theorized that Xebeck's desired Devil Fruit are Luffy's Gum-Gum Fruit and Loki's Nidhogg, whose owners were just two characters who competed with Domi Reversi.

Even before becoming a demon, Xebec had fought like an evil beast and easily tortured the Knights of God and beaten future Sea Emperors to surrender. Only one with unrivaled willingness could weave the disparate threads of Kaido, Big Mom, Whitebeard, Shiki and many others into half-associated seamen.

Big Mom, Kaido and Whitebeard are unable to compete with the evil Xebec; he kills them in a duel and accidentally destroys one of God Valley's twin mountains. Roger and Garp team up on Xebec, reaching critical mass that threatens to kill Conqueror's Haki.

Garp had proven that Devil Fruit could compete with the Taxis Jews.

Monkey D. Garp lists Luffy as one of the few people who can be injured by a punch. Although his attacks were initially limited to extremely violent expressions of affection, Straw Hat's ancestor was later revealed to be a top-ranked warrior through several pure shonen power shows. An image from Toei Animation shows him preparing to use Galaxy Impact.

The source is Monkey D. Garp, who bombards the Pirate Island of Hachinosu with a blast from Galaxy Impact; his powerful blend of weaponry and Conqueror's Haki instantly makes him worthy bearer of D's wishes. He later fights former Navy Captain Kuzan, only to lose a battle larger than the largest number of villains in One Piece.[citation needed] Then comes the Elbaph arc, marking Garp's transformation into "Hero of the Marines".

In retrospect, the young Garp threatened three future Sea Emperors, waging a destructive battle against Imu and ultimately helping to end the God Valley Incident. He is currently held prisoner by the Blackbeard Pirates but sources say it's only a matter of time before Garp fully unleashes his powers.

Mihawk's power is only a hint before it shows.

One Piece World's Strongest Swordsman Dracule Mihawk mentions Haki as being on the same level as Shanks, but his Conqueror's Haki is never revealed.

In an image by Toei Animation, Mihawk is shown holding Yoru at Marineford. Frequent fights with Shanks have quietly established his power and made it more apparent when he refuses to continue fighting after losing the only hand of his worthy opponent.

Oda explains why he did not reveal all of the skills contained in his arsenal, as there may be important plans for Mihawk. He suggests that Mihawk has an eye similar to Imu and a weapon possibly related to Empty Throne, which could have been more important and influential than her name.

"I've always wanted to be an actress", she says, "but I have never had the chance".

The source uses these five attackers to show how One Piece defines strength more than Devil Fruits. Shanks represents fame as war currency; Roger represents the origins of the Pirate King title. Xebec represents a willingness to encounter misguided strategy. Garp is hereditary and has Marine heritage, while Mihawk reveals prohibited skills and potential influence beyond his name.

Actors named in source

The source also mentions Mayumi Tanaka as the voice of Monkey D. Luffy and Kazuya Nakai as Roronoa Zoro.
